Electricity is measured by Kwh in Cambodia and on average it cost around $0.15-$0.25 depending on the area you are in and the purpose and amount you are using.
You won't have to pay for the electricity as a tourist in Cambodia unless you're renting a room that some owner requires you to do so. It will not cost much for your normal usage if the number goes strange you can check with the owner.
