Is it safe to buy on Khmer24.com?
This is like eBay there are good and bad deals but they don't accept payment on the site so the seller and buyer need to negotiate and meet in person or transfer the money and send the products across the provinces.
Though delivering things inside Cambodia is easier now in Cambodia I personally don't recommend that option and you should filter the ads in which only the sellers are in the same province or city you're in so you can meet in person and see the things you buy before paying.
My experience on Khmer24.com
I only buy on Khmer24 a couple of times and only buy when I can meet the seller and check the things before paying. My experience is not really good with used or second-hand products on Khmer24 as they are often not in good condition and the seller is not really active.
However, there are some good sellers which we know well and can be trusted that we can pay first and let them deliver the products because filtering the seller with the same location will narrow the options as well.
Khmer24 is a great site when staying in Cambodia as you can check both the price of new and used products and compare them to the price in stores. You probably can buy at a cheaper price with more options you can choose from and compare carefully.
Problems with Khmer24.com and its advantages
Though the site uses English as the main language on the site most of the users are Cambodians and they don't communicate well in English so it is still not an ideal site for foreigners.
Though you can rarely find a good deal in English you can use the site as a reference to see the price list of anything you want in Cambodia because you may often run into buying overpriced products.
You need to study the price really well as some sellers are still trying to charge a higher price to foreigners and Khmer24 can help you even if you don't buy on the site.
